Highways shouldn't be toll-free for now in Japan

Although highways shouldn't be toll-free for now in Japan because of its high-cost, it costs too much in the first place, for example not only the advanced facilities but also mechanism to prevent intrusion and the management cost. I wonder if it would be impossible to further extend no traffic signal bypasses.
